Job Description:
• Support the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) program as an Interoperability Project Manager.
• Support to the EHRM Interoperability team in managing schedules and plans aligned to deployment of infrastructure in advance of Electronic Health Record rollouts at VA facilities
• Serve as programmatic lead for Interoperability activities for EHRM and DOD Healthcare Management System Modernization (DHMSM) joint deployments. Follow all processes and support development of Standard Operating Procedure (SOP) documentation for joint releases. Development of core programmatic documentation such as a Work Breakdown Structure (WBS), Integrated Master Schedule (IMS), and risks using EHRM guidelines, etc.
• Analyze, formulate, and recommend critical decisions to client.
• Review project scheduling and identify and mitigate risks related to interoperability capabilities and platforms.
• Collaborate with system integrators, the Veterans Health Administration (VHA), Office of Information and Technology (OIT), the Defense Health Agency (DHA), the Federal Electronic Health Record Modernization (FEHRM) Program Office, and other partners to update integration strategies and plans for a suite of interoperable platforms between the Department of Defense (DoD) and VA
• Develop and maintain a capability roadmaps and other project artifact which outline all activities, contract actions, requirements and risks associated with work efforts
• Coordinate for go-lives and support go-live pre-and post-activities to ensure success
• Review technical project documents, deliverables and plans for completion and advise to the client
• Advise client in developing plans and programs responsive to present and anticipated project requirements
• Coordinate with development and user teams to assess risks, goals and needs and ensure that all are adequately addressed
Minimum qualifications:
• 10+ years of professional work experience
• Experience managing Information Technology related projects
• Be well versed in life cycle and project management methodologies
• Experience in tracking costs, schedule, and performance progress
• Be able to identify and mitigate risks
• Bachelor’s degree in Engineering, Computer Science, Systems, Business or related scientific or technical discipline or an additional 8 years of relevant experience may be substituted for degree requirements
Preferred qualifications:
• Experience in defining and implementing technology solutions for a federal or state agency
• Experience with implementing an Electronic Health Record or similar system
• Experience with gathering business requirements and developing functional specifications with focus on project management
• Experience with the Joint Legacy Viewer in VA or DoD
• Knowledgeable regarding the importance of Interoperability for Health Information Exchange between VA, DoD, and external healthcare providers
• Proficient with MS Project, MS SharePoint, MS Excel
• Proven conceptual, analytical, verbal, and written communication skills, with ability to communicate and effectively coordinate with all levels, technical as well as non-technical stakeholders
• Regulatory implications on/for interop solutions and managing solutions to meet regulatory requirements
